Research Management Services (RMS) currently handles all pre-award activities and interfaces the department's post-award team as needed. The incumbent will serve the primary liaison for RMS, department faculty and RSAs. The incumbent will recruit, train and supervise a team of RSAs – current FTE is 5 full time analysts plus one AA3. The Research Administration group is spread out between Mission Center Building and the Helen Diller Cancer Center Building(s). This Research Administrative Manager will be housed at MCB and will need to travel to Diller for meetings, conferences, etc.
The Research Administrative Manager will oversee and supervise Research Services Analysts (see org chart) in the management of these grants which total approximately $30,000,000 in appropriations and expenditures. The incumbent will also provide day-to-day oversight across all of the department faculty portfolio(s) in addition to their assigned portfolio and provide monthly reports on extramural funds to the department's CFO and CAO. The Research Administrative Manager will be responsible for hiring and assigning staff within the unit, supervising and monitoring the activities of all large program projects managed within the department (except for those housed at our SFGH/BASIC division). The incumbent will also oversee and facilitate research funding for our faculty who maintain joint research projects in other departments within the School of Medicine.
The Research Administrative Manager (RAM) will be responsible for ensuring that the RSA(s) provide the full spectrum of post award services to the department's faculty and academic staff in accordance with federal, state and local policies and guidelines. The incumbent will independently oversee the budget reporting and General Ledger Verification process for all Neurosurgery sponsored funds (federal, state, private, industry and contracts) that support the department's research mission. In addition, the incumbent will review and approve on-line financial transactions that are processed through My Expense, Bear Buy, MPM (Magical PAF Machine), SRS and Peoplesoft for the department's extramural funds and expenditures. The incumbent will review and monitor all Research Administration staff job duties and final end product. The incumbent will independently design, develop and implement financial systems, controls and policies for extramural funds in order to provide comprehensive and accurate reporting to the investigators, funding agencies and other constituents. The incumbent will independently coordinate the annual faculty salary compensation forms and responds to other HR matters as they relate to research personnel. Final products are sent to the CFO and CAO for the annual faculty salary compensation review process. The incumbent will independently ensure that all faculty salary renewals that affect extramural funds are done in a timely and accurate manner and report to the CFO/CAO on stats and progress related to renewals. This position will serve as the primary contact for space and facility issues for the research labs, will coordinate the Business Continuity Plans for the Labs and emergency action plans for the administrative office, research labs and other duties as needed and required. Research administration activities at our SFGH division will be handled by their Administrative Director.
The Research Administration Manager will perform other duties as assigned by CAO/CFO and Department Chair.
This position must ensure that the Department's research funding resources are properly managed in accordance with campus, state and federal guidelines and policies. The incumbent must ensure that all research funds are monitored and verified on a bi-monthly basis to ensure that PI portfolios are properly expended and no deficits are incurred.

Granting agencies include the NIH (inclusive of all institutes), Dept. of Defense, Centers for Disease Control, non-profit and private foundations, state agencies, other institutions, and UC Regents.
- Technical knowledge of implementing a variety of funding mechanisms: individual research grants, program project grants, SPORE grants, consortium grants, career/scholar awards, fellowships, training grants (individual and institutional), research contracts, clinical trial contracts, subcontracts, service agreements, consulting agreements, government contracts, small business awards, inter-campus agreements, etc.
- Knowledge of cost accounting standards, general fund accounting, purchasing rules, budgeting, financial projection, and business planning concepts.
- Thorough knowledge and understanding of staff personnel policy including compensation, benefits, bargaining agreements, and labor relations.
- Management experience working in a union environment.
- Knowledge of the UCSF School of Medicine consolidated budget process.
