As a leading provider of healthcare and insurance, BSC prides itself on being an innovative pioneer in the health services industry. Recently, the company positioned itself to be an important player in California’s effort to provide universal healthcare through our support of the Affordable Care Act and the California exchange.

The Vice President, IT Infrastructure Services is providing strategic direction and strong leadership and is responsible for the function that delivers and supports all the technical infrastructure on which BSC runs its business.  This includes enrollment, authorization, claims processing, and billing.  The function is strategically accountable for leveraging infrastructure technology solutions to enable the business to meet its goals, at an acceptable cost, and to deliver new systems at the right pace.

The position can be based in either El Dorado Hills or Oakland, California.  This role requires state-wide travel.  The position reports to Chief Information Officer.

The VP IT Infrastructure Services plays a significant role within BSC’s IT executive management team with oversight for 40% of the overall IT operating budget.  The position directs and manages eight major functions:

  • Infrastructure Operations and Engineering
  • Infrastructure Management
  • Data Center and IT Operations
  • End User Computing
  • Network and Voice Services
  • Database Administration
  • Infrastructure Portfolio Management

Specific Responsibilities include:

  • Develops and leads a high performing team of leaders, who manages a diverse team of 320+ professionals within Infrastructure and Operations.
  • Provides strategic direction and oversight for Infrastructure Solutions Planning; responsible for the development and execution of a multi-year enterprise wide infrastructure strategy and roadmap; platform and business unit technology solutioning and planning methodology and the allocation of resources.
  • Focuses on driving a comprehensive shift from traditional data center to cloud platforms and services, this leader directs the development of the platform roadmap and drives the Infrastructure & Operations department to embrace next generation technology in support of the strategic objectives
  • Develops the annual budget for Infrastructure & Operations to ensure it is consistent with overall strategic objectives of technology and the enterprise and is aligned to plan.
  • Directs the development of Infrastructure & Operations strategy and provides executive participation in strategic partner relationship management.
  • Commits to growing and transforming the workforce culture, applies their experience in developing new capabilities while serving as an effective coach and developer of talent.
  • Provides overall leadership, direction and project management to ensure cost effective design, development, engineering, integration, implementation, testing and maintenance of new infrastructure computing architecture systems in support of business objectives and requirements.
  • Establish strategic relationships with key vendors to drive business value, streamline processes, improve service delivery and reduce costs.
  • Foster a culture of continuous improvement to improve quality, efficiency and standards across IT infrastructure and services. 
  • Accountable for leading, managing and coaching the next level of IT leadership.

Qualifications

Education

  • The candidate will have a bachelor’s degree in Computer Science, Information Technology, MIS or related field.  A master’s degree and/or equivalent experience with Information Systems is strongly preferred.

Candidate Profile and Requirements

A successful track record of leading technology organizations through significant change.  Ideally, the candidate will have significant corporate IT experience with broad and deep understanding for strategy and how to translate the implications for technology.

  • Proven senior IT management success in a large high demand environment that is customer  centric (B2C), marketing driven and digitally dependent.
  • Must have managed teams over 150
  • Demonstrated experience in leading teams and developing talent within a large organization.
  • Demonstrated experience in interacting with SVP and VP level executives across a business.
  • Experience includes 10+ years in leading a production 24/7 high transaction consumer Web environment, including web hosting, voice and data networks, security and information protection and high availability networks.
  • Leadership and hands-on experience with full digital/web site/ ecommerce deployment support from planning and design to full implementation and performance management. 
  • Demonstrated experience in leading implementation of a strategic computing model change in infrastructure and operations.
  • Managed diverse functional groups in a mission critical leadership role, of at least 100 professionals.
  • Proven ability to build strategic relationships and influence partners internally and externally.
  • Demonstrated experience in governing a multi-vendor delivery model, including offshore
  • Demonstrated experience in interacting with SVP and VP level executives across a business.
  • Demonstrated experience in developing annual and multi-year infrastructure technology plans and strategies, including cost models.
  • Demonstrated experience in a Shared Services Model and understanding of Infrastructure as a Service (IAAS)
  • Demonstrated experience in running operations.
  • Thorough knowledge in QA practices, tools and methodologies
  • Capability beyond IT Infrastructure and Operations. Prior experience in development, architecture and other areas that would prepare him/her for roles to the left, right and above the Infrastructure and Operations role.
  • Combination of strategic outlook and hands-on leadership focus.
