Description

The Department:

The Information Technology Departments mission is to provide technology solutions that enable City Staff to deliver services to the Palo Alto community. Our City and its departments depend on technology to deliver services. The Information Technology Department provides a broad range of high-quality, cost-effective solutions to employees, departments, council members, and the community for each to meet their respective goals. The IT Department provides over two hundred distinct technology solutions to the City of Palo Alto and maintains a governance model for aligning city goals, allocation of funds, and technology projects. The Job:

Designs, implements and supports information systems for the Citys public safety activities including law enforcement, Fire, EMS and OES. Responsible for performing expert level systems/network analysis, business process analysis, needs assessment and design of Information Technology solutions related to public safety. Responsibilities include coordinating activities between the public safety departments and the Citys Information Technology Department and outside vendors to ensure the integration of technology systems and enterprise applications. Provides expertise in the planning, development and control of data systems and workplace automation. Leads, trains and coordinates the work of Police Technical Services Staff as assigned.

Ideal Candidate:

  • Must have strong oral and written communication skills

  • Must be a collaborative team player and business partner

Certifications:

  • MCSE preferred.

  • CCNA Preferred

  • PMP certification a plus

  • ITIL certification a plus

Experience with the following:

  • Experience supporting public safety Technologies

  • Computer Aided Dispatch (CAD), Records Management Systems (RMS) for Police, Fire and EMS, mobile computer applications, automatic vehicle locator (AVL), Mobile Audio Visual (MAV), body-worn cameras, Geographical Information Systems (GIS) applications, access control systems, closed circuit television (CCTV) systems, CradlePoint modems, NetMotion VPN, and the Fire Ringdown system.

  • OS: Windows Server 2008 2012, 2016, and 2019

  • Virtualization: Hyper-V, VMWare

  • Endpoint protection

  • Mobile Device Management

  • Office 365

Essential Duties

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Designs, implements, tests and supports information systems technology for public safety.

  • Provides advanced end-user support including researching user complaints, researching issues, answering technical questions and assisting with application revisions or problems. Assesses, troubleshoots and follows established guidelines in escalation of hardware, software and network problems.

  • Researches and evaluates hardware and software; recommends and justifies purchase suggestions; works with vendors on the installation, operation and maintenance of public safety hardware and software.

  • Assists the Deputy Director Technical Services in negotiating hardware, software and service contracts with vendors and consultants. Manages vendor relationships.

  • Implements and maintains various public safety information technologies and systems including but not limited to Computer Aided Dispatch (CAD), Records Management Systems (RMS) for Police, Fire and EMS, mobile computer applications, automatic vehicle locator (AVL), Mobile Audio Visual (MAV), body-worn cameras, Geographical Information Systems (GIS) applications, access control systems, closed circuit television (CCTV) systems, CradlePoint modems, NetMotion VPN, and the Fire Ringdown system.

  • Manages the interfaces with public safety and other databases including the California Law Enforcement Telecommunications Systems (CLETS), Criminal Justice Information Control (CJIC), Alameda County Warrants System (AWS), LexisNexis, Crossroads and Forensic Logic (CopLink).

  • Trains, evaluates and supervises activities of assigned staff and coordinates technical staff development and training activities.

  • Maintains a variety of records and/or documentation on all public safety technology. Operates and administers Information Technology or telecommunications management tools.

  • Manages databases maintenance activities including data backup, data security, data recovery, implementation of business rules and triggers, Open Database Connectivity (ODBC) and performance monitoring.

  • Respond to emergencies and after hours calls as required.

  • Performs other related duties as assigned.

Minimum Qualifications

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

Bachelors Degree in Information Technology or a related field and five years of progressively responsible, professional Information Technology experience; or, an equivalent combination of education and experience sufficient to successfully perform a subset of the essential duties of the job such as those listed above.

Licensing Requirements:

Depending on area of assignment, some positions may require:

  • Valid California Drivers License;

  • One or more certifications related to specific technical discipline.

Other qualifications:

  • Must have MCSE or equivalent experience (MCSE preferred)

  • Must have CCNA or equivalent experience

  • 10+ years proven experience as a Windows Server administrator

  • Proven experience utilizing virtualization technologies in an Enterprise environment

  • Proven experience designing and implementing disaster recovery and backup solutions

  • Experience in MS SQL environments
