Lenoir Summary The incumbent is the administrative focal point for the programs in regards to operations management including personnel staffing issues, workload accounting and adjustments, supplies, data collection and analysis, performance measure monitoring, and customer support. It is expected that these incumbents will cross cover for one another. Responsibilities Major duties include, but are not limited to the following: The incumbent is the direct supervisor of the administrative support staff. 1 Supervisory Medical Support Assistant GS-0679-08 3-5 Lead Medical Support Assistant GS-0679-07 16-30 Advanced Medical Support Assistant GS-0679-06 Responsible for the daily management of human resources issues associated with these clinics. Responsible to select and train new staff, monitor employee performance, support staff needs, and establish the performance of standards of the clinics administrative support staff. The incumbent shall advise and instruct employees on both work and administrative matters. Responsible for routinely assigning work assignments to subordinates based on priorities and employees skill set, assuring work assignments are completed in a timely manner. The incumbent manages the personnel management program for the organization, performing and overseeing the full range of human resources requirements. Performs the full range of personnel management for the clinical administrative staff with various functions or activities. Serves as an approving official with the human resources office concerning personnel-related matters and recruitment. Provides orientation for new staff. Keeps managers informed of the status of ongoing personnel actions. Provides advice on solving complex personnel-related problems. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: This position may be authorized for telework. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to office administration; knowledge of pertinent policies which affect administrative operations; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; skill in conducting detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate level degree; or Two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D, in a related field that meets the requirements for GS-09. (NOTE: Transcripts with degree confer date must be submitted with the application. Education cannot be credited without documentation). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications requirements for grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program, coordinating activities; and establishing and maintaining effective working relationships at all levels of key management officials and charitable organizations/sponsors, applying tact, ingenuity, and resourcefulness. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree; or LL.M. in a related field that meets the requirements for GS-11.
